OSD, led by the World Bank’s Chief Suspension and Debarment Officer (SDO), provides the first level of adjudication in the World Bank’s suspension and debarment, or “sanctions,” system.
# The term ‘Officer on Special Duty’ (OSD) is supposed to refer to a highly efficient and respectable official who is appointed for very important and exclusive tasks. While beginning the practice during the British colonial rule in India the matter was explained to the Central Legislative Assembly by a government spokesman in 1931. According to that explanation, there are two principal criteria in appointing an OSD in the civil service. The first one is when an officer through his appointment as OSD brings far greater economic benefits for the government than that of the amount spent behind him. And the second one is when there is an obligation on the government to take a certain action for the benefits of the larger good. Besides these two criteria, the position of OSD sometimes is offered to a person in his/her training period for a future posting at a higher level. During the British era OSD symbolized a status of honor. But now in Bangladesh meaning of the term has undergone a metamorphosis. With a government circular, issued in October 1991, the provision of keeping a government official OSD for maximum 150 days was initiated and the practice of OSD in the government service took a complete new turn. Some ‘new criteria’ have been put in practice to appoint an officer on special duty. Amongst others ‘spoils system’ is the most common reason for OSD. Nowadays the administration keeps hundreds of officials ‘on special duty’ for years with no duty at all. So, the practice of keeping government officers OSD does not bring any positive outcome for the country except misuse of public money. Gradually it has turned into a curse for all.
According to the Ministry of Public Administration, OSD officials receive their salary, allowances, cars and all the facilities associated with their post. State minister for the Ministry of Public Administration Farhad Hossain informed the parliament recently that at present some 290 government officials are serving as officers on special duty. But a national daily published a special report on this issue on January 9, 2020 which revealed that the actual number of OSD officials is 592 and government has been spending Tk 4.79 crore each month for these officials! A report submitted to the High Court by the Ministry of Public Administration on May 13, 2019, said that 3,605 officers have been made OSD in the past nine years. This has caused misappropriation of a huge sum of money from the public exchequer. This is surely absurd and a curse for the whole nation. We often see different government offices struggle due to inadequate manpower which is a big barrier for them to function properly. Currently a total of 313,848 posts are vacant in different government offices under different ministries. Lack of yearly budget is one of the major reasons that make it difficult to recruit new manpower for these offices. But if the government would recruit necessary staff, it could surely increase the quality of service in those offices. The public offices are going through such a situation at a time when the government is spending a significant amount of money every month unnecessarily behind the officers on special duty.

O.S.D র দেশিয় প্রয়োগ ও নির্দেশনা :

# টিভি কিংবা পত্রিকার হেডলাইনে প্রায়ই আসে সরকারি কর্মকর্তা ওএসডি হওয়ার খবর। বিষয়টিকে কেউ দেখেন ইতিবাচকভাবে কেউবা নেতিবাচকভাবে। ওএসডি শব্দটি শুনেই কারো কারো মাথায় ভেসে ওঠে সংশ্লিষ্ট কর্মকর্তার নামে গুরুতর অভিযোগ কিংবা দুর্নীতির কারণে শাস্তি পাওয়ার ভয়াবহ চিত্র। কিন্তু বিষয়টি আসলেই পুরোপুরি এমন নয়। বিভিন্ন ইতিবাচক কারণেও একজন কর্মকর্তা ওএসডি হতে পারেন। স্পষ্ট ধারণা না থাকার কারণে এ ব্যাপারে অনেকেই পড়েন বিভ্রান্তিতে।
ওএসডি হচ্ছে বিশেষ ভারপ্রাপ্ত কর্মকর্তার (Officer on Special Duty) সংক্ষিপ্ত রূপ। সকল দেশের সিভিল সার্ভিসের চাকরিতে ওএসডি একটি স্বাভাবিক প্রক্রিয়া। তবে দক্ষিণ এশিয়ায় (বিশেষত বাংলাদেশ, ভারত, পাকিস্তান) এটি দ্বারা দায়িত্বহীন কর্মকর্তাকে বুঝায়। সাধারণত কোনো পদায়নের জন্য অপেক্ষমান, অপরাধের দায়ে বহিষ্কৃত বা দায়িত্ব থেকে অব্যাহতিপ্রাপ্ত কর্মকর্তাকে বাংলাদেশে ওএসডি করা হয়।
অন্যান্য দেশের সিভিল সার্ভিসে কিছু কর্মকর্তাকে বিশেষ দায়িত্ব দেওয়া হয়, যারা অন্যদের চেয়ে বেশি দক্ষ ও যোগ্য হিসেবে পরিচিত। দেশের প্রয়োজনে তাদের উপর বিশেষ সেই দায়িত্বটি ন্যস্ত করা হয়। আবার দায়িত্ব শেষে স্বপদে ফিরিয়ে নেওয়া হয়। এসব ওএসডি কর্মকর্তাকে বিশেষভাবে মূল্যায়ন করা হয় এবং সবার সেরা অফিসার হিসেবে স্বীকৃতি দেওয়া হয়।
কিন্তু বাংলাদেশে ওএসডি শব্দটি দিনদিন নেতিবাচক হয়ে পড়েছে। এখানে এই স্পেশাল দায়িত্ব কখনোই কোনো ভালো কাজের জন্য দেওয়া হয় না, বরং এটাকে একরকম শাস্তিমূলক ব্যবস্থা বলা চলে। বাংলাদেশে কোনো কর্মকর্তাকে ওএসডি করা মানেই হচ্ছে, তার বিরুদ্ধে গুরুতর কোনো অভিযোগ এসেছে, যার ফলশ্রুতিতে তাকে স্পেশাল দায়িত্বে (মূলত দায়িত্বহীন) নিয়োগ দেওয়া হয়েছে। সাধারণত কোনো কর্মকর্তা অফিসের নিয়মনীতি লঙ্ঘন করলে, দুর্নীতি বা অন্য কোনো অপরাধ করলে শাস্তি দেওয়ার জন্য এই দায়িত্ব দেওয়া হয়। এছাড়া কর্মকর্তার বিপরীতে পদসংকট, পদোন্নতি, প্রশিক্ষণ এবং বিশেষ কাজে নিয়োজিতসহ সরকারের বিভিন্ন প্রয়োজনে যে কাউকে ওএসডি করা হতে পারে।
১৯৮৬ সালের নভেম্বর মাসে জারি করা নীতিমালা অনুযায়ী পাঁচটি কারণে সরকারি কর্মকর্তাকে ওএসডি করা যায়:
১। দুর্নীতি, শৃঙ্খলাজনিত, অসদাচরণ ও অযোগ্যতার জন্য প্রত্যাহার করা কর্মকর্তাকে ওএসডি করা যায়। তবে সর্বোচ্চ ১৫০ দিন ওএসডি রাখা যাবে।
২। দুই মাসের অধিক ছুটি ভোগকারী বা প্রশিক্ষণের উদ্দেশ্যে ওএসডি করা যায়।
৩। পুরোনো পদ বা বৈদেশিক চাকরি থেকে অব্যাহতি বা বৈদেশিক প্রশিক্ষণ থেকে প্রত্যাগত এবং নতুন পদে যোগদানের জন্য অপেক্ষমাণ রয়েছেন এমন কর্মকর্তাকে ওএসডি করা যায়।
৪। বৈদেশিক চাকরি বা প্রশিক্ষণের জন্য বিদেশি ভাষা শিক্ষার উদ্দেশ্যে অপেক্ষমাণ রয়েছেন এমন কর্মকর্তাকে ওএসডি করা যায়। এ ক্ষেত্রে অনূর্ধ্ব তিন মাস পর্যন্ত ওএসডি রাখা যাবে।
৫। প্রশাসনিক বা অনিবার্য কারণে কোনো কর্মকর্তাকে ওএসডি করা যায়।
একটি নির্দিষ্ট সময় পরে এই ওএসডি থেকে মুক্তি দিয়ে সংশ্লিষ্ট কর্মকর্তাকে আগের স্থানে কিংবা অন্য কোনো পদে ফেরত নিয়ে আসা হয়।
বিশেষ দায়িত্বপ্রাপ্ত এসব কর্মকর্তারা বেতন, ভাতা, গাড়িসহ সব ধরণের সুযোগ-সুবিধা পান। পান না শুধু কোনো দায়িত্ব। সাধারণত একজন ওএসডিকে অফিসে উপস্থিত হয়ে স্বাক্ষর করা ছাড়া আর কোনো দায়িত্ব পালন করতে হয় না। সচিবালয়ের জনপ্রশাসন মন্ত্রণালয়ে প্রতিদিন হাজিরা দিয়ে নির্দিষ্ট জায়গায় বসে দাপ্তরিক সময় পার করতে হয় তাদের।
যদিও একজন ওএসডিকে তার বিল উঠানোর কাগজপত্র জনপ্রশাসন মন্ত্রণালয়কে দেখাতে হয়, তবুও সেই কর্মকর্তাদেরকে কোনো চেয়ার-টেবিল পর্যন্ত বরাদ্দ দেওয়া হয় না। তারা সাধারণত মন্ত্রণালয়ের লাইব্রেরিতে বসে থাকেন। লাইব্রেরিই মূলত তাদের অফিস কক্ষ। এখানে বসে তারা বই পড়েন কিংবা সমমনা অন্য বিশেষ ভারপ্রাপ্ত কর্মকর্তাদের সাথে গল্পগুজব করে সময় পার করেন। কেউ যদি কোনো ওএসডি কর্মকর্তার সাথে দেখা করতে আসেন, তাহলে তাকে সচিবালয়ের লাইব্রেরিতে কিংবা ক্যান্টিনে আসতে হবে।
বিষয়টি চাকরির একটি স্বাভাবিক প্রক্রিয়া হলেও ওএসডি হওয়া কর্মকর্তারা এক ধরণের অস্বস্তি নিয়েই বেঁচে থাকেন। সমাজের মানুষগুলোর চোখে তারা হয়ে যান মর্যাদাহীন। কারো কাছেই নিজের নির্দিষ্ট পরিচয় দিতে পারেন না। কারণ, পদ থাকার পরেও এসময় কোনো কাজ করতে পারেন না তারা। নিজের অধীনে কোনো দায়িত্ব না থাকায় বিষয়টিকে অনেকটাই শাস্তি হিসেবে মনে করেন কর্মকর্তারা। অন্যদিকে ওএসডি কর্মকর্তাদের বিপরীতে বিপুল পরিমাণ অর্থ খরচ করে দেশবাসীও বঞ্চিত হয় তাদের প্রাপ্য সেবা থেকে।
